A committee has a duty to make sure anyone engaged to work on common property is licensed, qualified and insured. At eleven at night that check is difficult, which is why it is set out here in full rather than buried on an about page.
If your committee needs anything further for its records, ask and it will be sent the same day.
This is the part that causes the most hesitation in self-managed schemes, and it is worth knowing before it happens.
Under the Strata Schemes Management Act 2015 (NSW), spending limits and the requirement to obtain two quotes above the prescribed threshold do not apply to emergency expenditure. Burst and blocked water and sewerage pipes are named in the Act itself as an example of that category.
Making a burst pipe or a sewage overflow safe does not wait on a meeting, a resolution or a second quote. The non-urgent work that follows generally does. A plumber who understands that distinction will stop the damage, then stop and let the committee decide the rest with proper information in front of it.

None of this is essential. It just shortens the visit.
Self-managed schemes tend to meet a plumber for the first time during a failure. The schemes that stop having emergencies are the ones that put a short annual check in place instead.
