Under the Strata Schemes Management Act 2015 (NSW), spending limits and the two-quote requirement do not apply to emergency expenditure. Burst and blocked water and sewerage pipes are named in the Act as an example.
In practice the damage gets stopped first, and the non-urgent work goes to the committee properly, with a scope and a price, rather than being bundled into the emergency.

Earlier repairs had treated individual symptoms. High-pressure cleaning and CCTV investigation found root intrusion around an existing relined section, and a second defect on a branch line that had never been visible from the main.
